What is a Parish Council?
The parish council is the tier of local government closest to the people.
A parish council represents the concerns of the local community.
It is an elected body made up of local people representing the interests of the community.
What is the role of the Parish Clerk?
A clerk:
- carries out the policy decisions made by the council
- is the chief administrative officer and is responsible for seeing that the business of the council runs smoothly and in accordance with the law
- is responsible for managing the financial transactions of the council and keeping appropriate records of such
- carries out all clerical and secretarial tasks for a council
- guides and advises the council on matters of law and procedure, so must keep up-do-date with any new relevant legislation
- can be the sole employee of a council
A clerk does not have any right to vote and must carry out a council's decision even if he/she may disagree with the council's decision (unless the decision is unlawful).
